Abstract:

On May 19, 2026, Thomas Massie, who has represented Kentucky`s fourth congressional district since 2012 across seven consecutive election victories, lost his Republican primary to Ed Gallrein, a Navy SEAL endorsed by President Trump, by a margin of 54 to 45 percent. The race became the most expensive House primary in the history of the United States Congress, with $32.6 million in total spending confirmed by AdImpact. Of that total, pro-Israel donors and organizations contributed the decisive sums: the United Democracy Project, AIPAC`s super PAC, spent $4.1 million; the Republican Jewish Coalition Victory Fund spent $3.9 million; MAGA KY, whose largest confirmed funder is Paul Singer, a pro-Israel billionaire, spent $7.5 million; Preserve America PAC, linked to Miriam Adelson, contributed to MAGA KY. The three pro-Israel linked political action committees alone spent more than $15.5 million against a seven-term congressman who represented a deep red Kentucky district. AIPAC`s super PAC had publicly called Massie the most anti-Israel Republican in the House. When Massie emerged for his concession speech, he told the crowd that it took a while to find his opponent to call and concede, because he had to find Ed Gallrein in Tel Aviv. The Kentucky primary was the third consecutive most expensive House primary in American history. The second most expensive was the 2024 Democratic primary in which pro-Israel groups including AIPAC helped defeat Jamaal Bowman of New York. The third most expensive was the 2024 Democratic primary in which pro-Israel groups helped defeat Cori Bush of Missouri. Three consecutive most expensive primaries in American history. Three consecutive defeats of congressional critics of Israeli military policy. The mainstream press described the Massie defeat primarily as a Trump victory over a MAGA defector. The Federal Election Commission data, accessible to any American citizen, confirms a different and more complete picture. This article presents the confirmed FEC record, names the confirmed mechanism, and asks the question the press coverage did not ask: when three billionaires from New York and Los Angeles can spend $15.5 million to remove the elected representative of Kentucky`s fourth congressional district, whose representative is Ed Gallrein?

Main Article:

A congressman`s job is to represent the people who elected him. A primary`s function is to allow those people to choose who they want. What happens when the money that determines a primary`s outcome comes from people who live in a different state and whose primary interest is a foreign country`s military relationship with the United States is not a hypothetical. It is a confirmed, documented, publicly accessible record that any American citizen can examine on the Federal Election Commission`s website.

Thomas Massie first won election to represent Kentucky`s fourth congressional district in November 2012. He won in 2014, 2016, 2018, 2020, 2022, and 2024. Seven consecutive elections. Each time, the voters of a deep red Kentucky district made their choice and Massie was their choice. He is a libertarian-leaning conservative whose voting record on domestic policy placed him firmly within the mainstream of his party. His deviations from what the established power structure required were specific and consistent: he voted against American funding for the Iran war, supported war powers resolutions to constrain executive military authority, criticized the influence of pro-Israel organizations on American legislative decisions, and asked questions about the Epstein files that the Department of Justice had not answered publicly. On May 19, 2026, he lost.(1)

The confirmed spending record from AdImpact places total expenditure in the race at $32.6 million, the most expensive House primary in the history of the United States Congress. Three political action committees linked to pro-Israel donors and organizations contributed the decisive financial mass. The United Democracy Project, AIPAC`s electoral super PAC, spent $4.1 million opposing Massie and supporting his opponent. The Republican Jewish Coalition Victory Fund spent $3.9 million. MAGA KY, a super PAC created specifically for this race and whose largest confirmed funder is Paul Singer, a New York-based pro-Israel billionaire who is also the largest individual donor to the UDP over the past year, spent $7.5 million. Preserve America PAC, a group linked to Miriam Adelson, the Israeli-American megadonor whose late husband Sheldon Adelson was among the largest donors in the history of American conservative politics, contributed to MAGA KY`s funding base. The three pro-Israel linked organizations alone spent more than $15.5 million, confirmed from Federal Election Commission disclosures, against a congressman representing a district where the average household income is approximately $58,000 per year and where the total funds raised by local supporters could not approach this scale.(2)

The people who spent $15.5 million to determine the outcome of Kentucky`s fourth congressional district primary do not live in Kentucky`s fourth congressional district. Paul Singer operates from New York. Miriam Adelson operates from Las Vegas. AIPAC`s United Democracy Project is headquartered in Washington. The Republican Jewish Coalition Victory Fund`s donors are distributed across multiple states. The voters of Kentucky`s fourth congressional district did not determine which candidate would represent them in the most expensive primary their district has ever seen. The money determined it, and the money came from elsewhere, for reasons connected to a foreign country`s military relationship with the United States rather than to the domestic concerns of the Kentuckians whose representative was being chosen.(3)

AIPAC confirmed its own reasoning without ambiguity. Its super PAC publicly described Massie as the most anti-Israel Republican in the House before the primary began. After the race was called, AIPAC posted on X: Congratulations to US Navy SEAL Ed Gallrein for defeating anti-Israel incumbent Thomas Massie. Pro-Israel Americans are proud to back candidates who support a strong US-Israel alliance and help defeat those who work to undermine it. Being pro-Israel is good policy and good politics. This is the stated rationale for spending $4.1 million to remove a seven-term congressman from a Kentucky district. Not that Massie had failed his constituents on healthcare, on infrastructure, on economic policy, or on any domestic question that affects the people who elected him. That he was anti-Israel. The voters of Kentucky`s fourth congressional district were not asked whether they considered this a disqualifying characteristic. The money decided it was, and the money acted accordingly.(4)

The mainstream press coverage of Massie`s defeat framed it primarily as a Trump victory over a MAGA defector. This framing is not inaccurate. Trump endorsed Gallrein, campaigned against Massie, and deployed his political weight in the race. Defense Secretary Pete Hegseth campaigned for Gallrein in Kentucky. Trump`s fight to unseat Massie started last year after Massie criticized the One Big Beautiful Bill and the June 2025 attack on Iran. The Trump dimension is real and confirmed. What the dominant press framing omitted is equally real and equally confirmed from the same public FEC data: the $15.5 million from pro-Israel organizations was the decisive financial mass in a race that determined a Kentucky congressman`s tenure. The coverage that attributed the result primarily to Trump`s endorsement while treating the $15.5 million as a secondary detail is the same editorial choice that the post brainstormed in the previous analysis identified as structural: the mechanism that actually operated is described as less important than the narrative that is politically easier to accommodate.(5)

The pattern across three consecutive primaries requires naming precisely because it is documented from public financial records rather than from inference or interpretation. The most expensive House primary in American history prior to May 19, 2026 was the 2024 Democratic primary in New York`s 16th congressional district, in which George Latimer defeated Jamaal Bowman. Pro-Israel groups including AIPAC were the largest external spenders in that race. The third most expensive House primary in American history was the 2024 Democratic primary in Missouri`s first congressional district, in which Wesley Bell defeated Cori Bush. Pro-Israel groups spent millions to unseat Bush, a vocal critic of the war in Gaza. Three consecutive most expensive House primaries in American history. Three congressional critics of Israeli military policy removed. The first and second involved Democratic members of Congress. The third involved a Republican. The mechanism operated identically across both parties. The pattern is confirmed from Federal Election Commission data in each case.(6)

Massie`s concession statement is worth examining precisely because it names the mechanism more directly than any press report. He told the crowd that he would have come out sooner, but he had to call his opponent and concede, and it took a while to find Ed Gallrein in Tel Aviv. This is a seven-term congressman, addressing his supporters after losing the most expensive primary in congressional history, identifying the location of his successor as the explanation for the delay in his concession call. It is a statement whose meaning does not require interpretation. It names the connection between the spending that removed him and the political interest that motivated it, in a single sentence, delivered publicly at his own concession event, in front of cameras, without retraction.(7)

The question this confirmed record poses for American democratic representation is not whether AIPAC has the right to spend money in elections. Under the Citizens United ruling and its progeny in American constitutional law, political spending is protected speech and AIPAC operates legally within that framework. The question is a different one. When three billionaires from New York and Las Vegas spend $15.5 million to determine the outcome of a primary in Kentucky`s fourth congressional district, the voters of that district are choosing between two candidates whose field has been shaped by money from people who do not live there, for reasons connected to a foreign country`s interests rather than their own. The representative who emerges from that process represents whoever the money chose. Whether that is the same person as whoever the voters of Kentucky`s fourth congressional district would have chosen if the money had not intervened is the question whose answer the three-primary confirmed pattern suggests, but which the FEC data alone cannot resolve.

What the FEC data does confirm is this: the most expensive primary in American history removed a seven-term congressman from a deep red Kentucky district. The decisive financial mass came from three organizations linked to pro-Israel donors whose primary stated reason for spending was that the congressman was anti-Israel. The congressman`s concession speech identified the location of his successor as Tel Aviv. Ed Gallrein won with 54 percent of the vote. He will now represent Kentucky`s fourth congressional district in the United States Congress.

Whose representative he actually is, the voters of Kentucky`s fourth district or the donors whose money made his candidacy viable, is the question the confirmed FEC record raises and that no FEC document can answer.
